The project proposes 36 single-family lots on approximately 10.5 acres, with the remaining 35.5 acres designated as permanent open space under the City of San Diego’s MSCP. The property was formerly part of the East Elliott military training facility used from World War I through the early 1960s. The development is proposed to be detached from the City of San Diego and annexed into the City of Santee, which would provide water, sewer (via Padre Dam MWD, with capacity confirmed for 50 homes), and emergency services. A 17-acre mitigation parcel has been identified to support the increase in development area from 7.25 to 10.5 acres, with an additional 5.28-acre mitigation parcel available if needed.
